To understand the issue better, I would suggest you to turn off the Cortana and Search online option and check if the issue still persist.

For now I recommend you to run indexing troubleshooter and check if it helps. Follow the below steps. Type Troubleshooting on the search bar on the Control Panel. Type indexing on the search bar and click on click on search and indexing. Click on Advanced on the search and indexing dialog box and click on Run as administrator Enter the credentials if required.

Re-installing didn't help make the uninstall program re-appear. I didn't see the uninstall anywhere. Where did the uninstaller go? NOTE: Outlook will have a blank line where the utility is supposed to be. Simply ignore it. I dislike having to tell you this as I am fond of most Microsoft products but WDS is extremely buggy.

It also created other problems with OE that were very annoying. OE kept "beeping" at me when opened using the default Windows sound for Exclamation forcing me to constantly close and reopen the program. Once WDS was uninstalled I had no more problems.
