This problem is caused by Microsoft Windows Installer 3. Dummy description of svchost. It fetches or gets its "manual" and does what it's told. This means that if its manual is corrupted due to some biterror somewhere along the path it can loop, get nowhere, ask for more and more resources and never finish.
Important thing is that its not the process that calls svchost that is corrupted, most likely it is the "manual" it presents for svchost Good ol' reinstallment of the application that runs the process is nr1 thing to do Deleting the svchost. The problem is most likely not the svchost. Hackers can design a process or thread that calls svchost.

I honestly believe it is a trojan or some sort of virus running in the backround that is hidden by a rootkit. When I tried to kill it my computer would shut down. You hit the recovery option. Here you will see a list of what to do if the service is interrupted. Currently it should say to shut down computer or restart. Restart your computer and when you notice the slowness again simply open the processor tab and kill the svchost that is causing it. It should not shut down the computer this time and your speed should be back to normal. In the meantime if the problem comes back after shutting off and restarting you can apply it again. In the meantime try to search for the backround program that may be causing it because norton antivirus is not detecting anything for me.
